You MUST open up the motor and remove the inner governor. It is VERY easy to do. The reason you must is there is a PLASTIC gear inside that controls the governor.

The governor is the only thing restricting the engine. Without the governor it should spin 4700 or so IIRC. The only thing really stopping it from spinning faster at that point is the weak valve springs. Change those out and it'll spin fast enough to blow up the flywheel if you're unlucky. 24mph is ~129% of 18.5mph. 3800 x 1.29 is 4902.
